Cambodia Pursues Eurasian Trade Pact as Hun Manet Expands Global Economic Strategy

At the Russia – ASEAN Commemorative Summit in Kazan, Prime Minister Hun Manet positioned Cambodia at the center of a growing conversation about Eurasian integration, signaling the Kingdom’s ambition to become a strategic bridge between Southeast Asia and the Eurasian Economic Union (EAEU).

A key outcome of the summit was Cambodia’s renewed push for a Free Trade Agreement with the EAEU, a five-member economic bloc comprising Russia, Armenia, Belarus, Kazakhstan, and Kyrgyzstan. During high-level meetings with Eurasian Economic Commission Chairman Bakytzhan Sagintayev and Russian President Vladimir Putin, Hun Manet emphasized Cambodia’s commitment to expanding market access, diversifying exports, and attracting long-term investment.

The proposed agreement reflects Cambodia’s broader economic strategy: leveraging its position within ASEAN and the Regional Comprehensive Economic Partnership (RCEP) while opening new trade corridors into Eurasia. For the EAEU, Cambodia offers a gateway to one of the world’s fastest-growing consumer regions. For Cambodia, the partnership could unlock access to a market of more than 180 million people and strengthen supply chain connectivity across multiple continents.

The timing is notable. Trade between Cambodia and EAEU member states has been steadily increasing, with Eurasian exports to Cambodia posting strong growth in recent years. Both sides identified significant untapped potential in sectors ranging from agriculture and manufacturing to logistics, energy, and digital trade.

Discussions in Kazan also focused on reducing non-tariff barriers, harmonizing certification standards, modernizing customs procedures, and improving transport corridors—critical steps for accelerating cross-border commerce and investment flows.

Beyond trade, the summit reinforced the deepening relationship between Phnom Penh and Moscow as Cambodia and Russia mark 70 years of diplomatic ties in 2026. Leaders reaffirmed cooperation across energy, education, tourism, agriculture, and security, reflecting a relationship increasingly driven by economic opportunity.

As global supply chains continue to diversify and emerging markets seek new growth partnerships, Cambodia’s outreach to the EAEU highlights the country’s evolving role in international trade. By connecting Southeast Asia’s dynamic markets with Eurasia’s expanding economic network, Cambodia is positioning itself as one of the region’s most agile and strategically connected investment destinations.
